svnlook diff returns 0 upon failure

As the svn user in a directory that svn cannot write in, this
command returns a success:

% cd /
% svnlook /export/home1/svn/repos rev 122 diff

apr_error: #13, src_err 0 : <Permission denied>
  Error creating dir .svnlook
% echo $?
0
