Remember that it doesn't have any impact unless you run a magic
db4_recover sequence after modifying the DB_CONFIG. (We _really_ need
a way of automating this!)

If it's a db4 locking issue, then using ra_local might show up the
same effect (and would probably be easier to debug.)
