You can now run 'svnadmin dump REPOS X Y', and it works.

    (Caveat: replacements aren't detected yet, I'm fixing that.)

Also, note that in any dumpfile, the first revision dumped is always a
full tree; it's generated by comparing the revision against rev 0, so
everything is labeled as "added".
