Okay, Lalit. I committed a fix in revision 1687 -- still needs to get
reviewed by someone more familiar with Windows, and of course I don't
know how long before someone rolls a new Windows binary (or are you
building from source?).

Assuming it works as expected, you can store now keys with empty
values in the registry and Subversion will just ignore them.
