Re: windows location of config files

Okay, I've changed this issue

to be about configuration file locations under Windows, now that proxy
support is done except for Win32 concerns.

In the issue, I've summarized my best understanding of this very long
thread. Apologies if I missed anything, or misrepresented anyone's
opinions; please enter any corrections in the issue. It looked to me
like we'd reached a consensus, and I wanted to write it up in one
place, as a reference for whoever implements this.

Speaking of which... :-)

Jay Freeman, or Brane, or any of the other Windows experts out there,
would you like to volunteer for this one? It's a small task, just
needs someone with a lot of Win32 domain knowledge.
