Inquiry into issue #572

Issue number 572 is biting me in the ass. This is the problem where neon
times out on large updates because mod_dav_svn takes so long before
sending down the first chunks of data.

I need this fixed, because of my evil plans. Anyone care to point me to
more information about proposed fixes, or half-done attempts at fixing
it?

BTW, I tried increasing my client to timeout after 10 minutes (in my
normal cases) and it still didn't help. So that isn't a solution. The
whole update should be done in ten minutes...not take that long to start
:)
