This is not a correct interpretation of the policy (though I admit
the phrasing is confusing and should be changed). You still can and
should provide static libs, and you can also link against static
libs. Nowhere in the policy does it suggest to *only* use shared
libraries (although you may have gotten the impression it did do
that, but it really doesn't).

I guess the sentence that tripped you off was "Software which has
been ported to Darwin should build shared libraries (as opposed to
static libraries) whenever possible.". The comment in the parantheses
should be removed, it's misleading.

Glad to hear you got a subversion package working!
