propose Ben Collins for commit access

His recent patches have been of high quality, and he's posting patches
faster than they can be reviewed. I'd like to see him just commit the darned
things and we can do commit-then-review on them like other patches.

+1 from me for full commit

  Collins-Sussman. This is "Ben Collins", the current Debian Project Lead.
  To some extent, that is a great qualifier right there :-)
