Sounds like you are not following the INSTALL file.
The bootstrap tarball has apr in it, so you shouldn't
be passing --with-apr flags to that.

If you have already built from the tarball and now
trying to build from source, that means you have
an outdated APR. See the INSTALL file (in your
checked out copy of subversion) for details.
