Hmmm.

I kind of think we should do it now, but not necessarily use it for
features that are going to be unconditionally part of 1.0. That is,
the feature negotiation would be a placeholder, not actually
mentioning any features right now; then as we add RA-level features
after 1.0, we put those into the negotiation.

Interested to hear what others think, though.
