new mailing list (was: Subversion portability)

Reposting with a clearer subject line, so that existing subscribers might
actually realize a new (potentially interesting) mailing list has been
created.

I also believe that Karl is intending that people who are setting up
auto-builds will send the results to this list. IOW, the activity on the
list isn't necessarily going to be non-zero until people start posting.

(I think it would also be good to moderate the list, and only accept reports
from auto-build systems; keep discussion on dev@)
