Yes, there is a space penalty involved. It probably makes sense to
leave files which have only been tagged (i.e. linked from tag space)
deltified, only converting them to fulltext when they are modified.
Or your skip-delta idea may make the performance acceptable.

I suspect we'll want to implement weave storage of revisions
eventually, but that's a much bigger job than will fit just now.
