Speaking of this, why don't we have any kind of repository version number,
so that we can make incompatible changes and still have backwards
compatiblity.

In this case, we could just plug in the old encode_int/decode_int for old
repositories, and use the new one for new ones.

Without some kind of version number on the repo, we'll likely never be
able to
really make backwards incompatible changes, and be able to support both
the new and old behavior.
Which seems a bit short sighted.
