I don't think svn should be set up to always reject files that have
conflicts as this is a policy decision (at least in my mind). I can see
uses for checking in files that still have conflicts on branches so that
someone else can easily grab them and fix the conflicts (perhaps someone
with more knowledge about the part of the system with the conflict).
