No... that error is symptomatic of an out of date APR. APR must be *very*
update to date. (at least newer than Sunday? today should be safe)

Get a new copy of APR. Run autogen.

Clearing apr-config might be needed, too. The latest APR and SVN shouldn't
require deleting apr-config.
