first off, i like the idea behind these changes... but some nits.

this is incorrect. it is definately possible to build svn without
neon. you just won't be able to connect to a remote server.

ok, only one nit.

other than that it looks nice. if a few other people look over it and
don't see any problems i'd love to see it committed.
