According to trunk/COMMITTERS, Sander is CTR for any docs.

Actually, with some serious legwork, this could be possible. You could build
a full transaction on the server and then leave it for the reviewer. If they
are happy with it, then they can commit the txn.

("serious legwork" meaning that our client wouldn't be doing it, so you'd
 have to do something to drive much of the commit proces yourself)
