So I take it we add another parameter to the svn_io_run_cmd() to make it use
APR_PROGRAM_PATH *or* APR_PROGRAM?

We could probably have it take the actual apr_procattr_cmdtype_set() argument
itself so that the caller of svn_io_run_cmd() has perfect control on paths
and environments.
