Interesting. I found a paper which details the language. However, I couldn't
find any open source implementations of an OSQL DBMS. That is kind of a
prerequisite :-)

[ well, not a prerequisite for code to talk to an OODBMS; we can certainly
  ship connectors to proprietary databases; but a prereq for most people to
  try it out and develop the connectors; eg. I'd be developing a connector
  for MySQL since I have the code to do that and can install/use MySQL ]
