Subversion Server authentication setup example

Would someone please give an example setup of how to limit the subversion
server committers to a list of users with passwords?

I'm trying to figure out how to do that and haven't figured it out yet or
found the docs for it yet.

It would be really nice to put that information at the end of the INSTALL
document.
