mod_dav.h should always be part of an Apache 2.0 install, whether you're
actually running mod_dav or not. So that leads me to the question, "what
version of Apache do you have installed?"

Please see the INSTALL document in Subversion. Note that you need a *really*
recent version of Apache. We're talking right out of CVS :-) (you might be
able to get away with 2.0.28; I'm not sure, as I always use CVS)
