Ummm... no? You don't have write access to most of the repositories you
want sticky tags for, and you don't always want to sticky tag to tags (hell,
I hardly ever... I usually use CVS to sticky tag to specific dates, not
tags). How exactly do I phrase the request to the Apache people that I want
them to make a directory copy of revision 352 of Xerces to a tag so that I,
and I alone, can make sure that I don't update past it, never-the-less an
hour from now when I decide that version isn't quite what I wanted and
change again?

What about the case where you have specific files or directories you want at
later versions in these child repositories? Building your own directory on
the server is only something developers are going to have the luxiory to do,
regular users need to rely on the strength of a good client interface.
