One of the problems is quite minor:

Inside section III, subsections A and B do not line up perfectly. You
may laugh, but some of us depend on vertical editor motion to find the
next same-precedence section quickly. [Whups! Apologies, I just
looked at the diff, and this problem existed before your change. But
as long as you're going to fix the problems below, maybe you can take
care of this misalignment too?]

The other problems are more serious:

Subsection III.B has a wrong title. III.A already talked about
building Subversion from a tarball, so III.B should talk about
building from source. Which it does, except for the subsection
title. :-)

III.B.1's title is "BUILDING FROM SOURCE TARBALL", but the content is
about building from a working copy.

III.B.2's title, "BUILDING FROM SOURCE RPM" is accurate, but...

III.B.3's title, "BUILDING FROM SUBVERSION WORKING COPY" is wrong --
the content there is about how to build an RPM pkg, not about building
Subversion from a working copy (this title belonged on section
III.B.1). Instructions on how to generate an RPM do not belong in the
INSTALL file at all, but in subversion/packages/rpm/README.

Can you reorganize things, please? I think a user would get pretty
confused right now. :-)
