note about submitting patches

I just added a note to the HACKING file about this: when you send in a
patch, please put the word "PATCH" somewhere in the subject line, for
example:

   Subject: [PATCH] fix for rev printing bug in svn status

Most people have been doing this already, so this is sort of a
post-facto formalization. It really helps for mail filtering, which
in turn helps us keep better track of patches.
