apr and apr-util integration

That reminds me. I need to try to integrate the find-apr.m4 into
SVN. When we tried last time, I had a simple bug in it and Karl
reverted the whole deal. I'll try again this weekend. If it
looks good, I'll commit (it's already been reviewed and I've
fixed the problem we saw last time).

apr-util needs some re-work on its build system to be able to
be yanked in cleanly. I need this for flood as well, so it'll
probably happen soonish. -- justin
