https schema

Hi.

When trying to specify https: as the schema for repository access, svn
gives this error message:

svn_error: #21075 : <RA layer's server request failed>
  neon: Could not negotiate SSL session: PRNG not seeded

Is "seeding the PRNG" (whatever that means) a task for the user, for
ra_dav, or someone else?
