non-ascii chars in filenemes...

Please forgive me if this is a known problem.
Adding a file with a name that contains non-ascii characters for example
the Swedish characters å,ä,ö does horrible things to the repository.

root@echelon #svn add ö

svn_error: #21007 : <XML data was not well-formed>
  Error reporting added item `ö'
Exit 1
root@echelon #svn status

svn_error: #21007 : <XML data was not well-formed>
  read_entries: xml parser failed.

svn_error: #21007 : <XML data was not well-formed>
  not well-formed at line 16
