That's usually what happens. The person on Unix does a checkout and
builds a release distribution. Thus the problem. WinZip doesn't like to
do EOL conversions, etc..

I don't see why we have to tag them at all. They only need to have \r\n
line endings on Windows, and all text files should have \r\n line
endings on Windows, at least once all this stuff is implemented.

(Unless people are checking them out on Unix and then using them on
Windows with no line ending conversion step in between.)
