On Win9X, you get an error if you open, close, then re-open a Berkeley
DB environment. Which means our libsvn_fs doesn't work at all.
(There are no problems with NT/2K/XP). We've reported this bug to
Sleepycat, but they don't seem to care much... they're aware.
