To clarify my earlier mail:

If the point of the header is dav interoperability (that is, other
DAV-aware programs can use this header to know certain report names or
whatever, and contact a Subversion server directly) then let's make
the header name reflect that.

If it's more generically networky than that, then svn_network.h or
svn_net.h.
