We should get some fix in place by Alpha, because it affects
Subversion's correctness -- svn won't be scriptable without a fix.
But that can just be a sleep(1) or whatever. An optimized fix, as
discussed by Greg Hudson and others on this list, can wait till
post-Alpha.
