co problem status report

Well

I spent my afternoon trying to figure out what is happening and why. At one
moment, I watched the problem appear when I set a break point at
subversion/libsvn_ra_dav/fetch.c:411 and just waited 60 seconds when I got
there before I hit 'c' to continue.

But on repeated tries, it was not that easy to provoke to happen.

It is clearly so that the ne_read_file() call on line 386 in fetch.c is what
returns this failure.
