I think it wouldn't quite work. One of the things cygwin1.dll does is
convert /'s to \'s in paths. We'd need some configury that mimicks what
svn_private_config.hw does, regarding path separators at least, and a
means of getting the version info resource into the binaries.

But this is indeed great news. I'll see if I can twiddle the configury,
etc. so that we can use either MSVC or cygwin/mingw gcc to build Subversion.
