properties/DAV

I've gotten most of the work finished for what remains of the property
support over DAV. These include:

- receiving directory props during checkout
- receiving file and dir props during update

and require changes to both client and server sides. I'm still
testing the stuff. I'm getting a error when running svn st -u now,
something silly I'm sure. But anyway, that's where things are at now.
