Latest Win32 binaries

You can get the latest Win32 debug binaries (a clean build off of #222) from

http://www.xbc.nu/svn/svn-win32-r222.zip

This time I remembered to put svnadmin.exe and svnlook.exe into the
archive. I tried uploading to the downloads area on
subversion.tigris.org, but gave up when there was no response after
several minutes.

 Yes, this is the binary I'm using, so it does work somewhat. Haven't
tested ra_local in a loooong time, though. YMMV.
