Various reasons, mainly the difficulty of librarizing it at the time
(though that's done now).

Josh MacDonald, the author, was very cooperative and interested, but
just had other things on his plate then. For that and other reasons,
we went with vdelta+svndiff. See the mailing list archives for
more. :-)
