subversion public IRC

Brian Fitzpatrick recently asked where the IRC action is. Although
various Subversion developers have used `irc.collab.net' in the past,
that is moving to secure IRC for employees only soon, so it isn't
suitable as a public server.

Greg Stein suggests:

   irc.openprojects.net
   channel #svn

So, if you're looking for svn IRC, look there first. I'll put
something on the web pages about it, too.
