Same as Joe: that would be quite fine. If somebody points us at a Neon and
it is the wrong version, then we can just punt the configure process. No big
deal.

Note that we check the version in autogen.sh at the moment. We would want to
duplicate that check in configure. (leaving it in autogen just helps to
catch the problem sooner)
