new tarball posted.

A new distribution tarball of M3 (revision 117) has been posted to
Subversion website "download" area:

   http://subversion.tigris.org/servlets/ProjectDownloadList

The reason for this post is to make bootstrapping more user-friendly;
the newest binary will no longer ask users for a username/password
when doing a first-time checkout of the source.
