one thing that needs to happen (or i will need to hack around it in
the port) for the freebsd port to work correctly is that we'll need to
support building with a version of neon that is outside the tree.
Greg Stein says there shouldn't be any problem doing this, so if
nobody else gets to it first i'll try to put together a patch early
this week.

(if anyone wants to try now, you'll want to use the m4 file that is
distributed with neon, which includes support for such things.)

(we need this because otherwise even with my moving of our includes
and libs to a foo/subversion dir, we're still installing the
neon-config binary over the top of the installed neon-config binary.
the best way to deal with this is just to use the installed version of
neon, otherwise i'll just have to hack it to not install that binary.)
