This text does exist in the file COPYING:

  This software consists of voluntary contributions made by many
  individuals on behalf of CollabNet.

but because we elected to move the license to COPYING, it no longer
appears in the header. Arguably it should move it back to the headers
since it's not part of the license, and since it's short, but I'm only
+0 on that.
