Don't forget that there's also the tabled discussion of whether or not
there should even *be* a "local-only" mechanism, or whether someone would
make a nice, trivial, very buttoned up Apache package to ship as part of a
"local-only" binary / source distro.

Assuming that happened, "local-only" AAA would no longer be a special
case.
