Oh, there's no reason why we shouldn't add a --date-format option, to be
set in .svnrc. Maybe both --date-output-format and --date-input-format.
Except that it's not trivial to do, and I think it's less important
 than obeying the locale.

In any case, there's no localization support in SVN yet, and I doubt
there will be in 1.0.
