please avoid non-M3 commits starting now

This is for all developers:

If you have any pending changes, please hold on to them until M3 is
ready (unless your changes are necessary for M3, of course). Today
and tomorrow are mainly about testing tarballs and setting up the
repository.

Were changes to keep coming in, then we'd have to keep retesting the
dist. Or if we branched for the dist, then we'd have to manually
transfer a bunch of trunk changes to the new repository after the
switchover. It's just easier to deal with a small, controlled set of
changes from now until self-hosting.
