Haven't been spending much time reviewing, but I was going to mention this.
I suspected that the Makefile.in was sufficient, and left it that way since
we had "few" targets (one at the time).

Later, we could add something to build-outputs.mk, so that we doing get bit
typo-ing "doc/programmer/design/svn-design.<whatever>" six times.
