Win32

OK, when was the last time the win32 VC++ project files were updated? As it
currently stands, the project does not compile out of CVS (of course it is
under development, so this is not a big shock). My real concern lies after
fixing a few things, I get unresolved external references when linking
svnadmin. Is this because something has changed and the project files
haven't? I have build this before on this machine, and it did work, which
is the reason I ask.

Also, the new version of neon has been included (.3 which is compilable
under windows), there is no link to this in the vc++ project file, so
whichever side (I believe I have been told it is the client) needs it to do
networking, it is not available.
