This makes no sense to me. Only the subversion *client* requires
neon, so it can speak to Apache. The "subversion server" is nothing
but a plugin for mod_dav. It shouldn't require neon at all.

I think what you meant is that last time you ended up with a win32
*client* that only knew how to speak to "file:///" schemas, and not
"http://" schemas. That should be the only impact of not having neon.
