repository development happening on branch

Mike Pilato has got the strings-table.h and reps-table.h interfaces
working and fully tested now, and we've started converting the
filesystem to use them. To avoid bringing misery to other developers
while the conversion process is going on, we've branched the directory
subversion/subversion/libsvn_fs/, the branch's name is:

    strings-reps-dev

Don't expect that branch to pass the test suite right now, though we
do try to keep it buildable. There's a lot to do, particularly in
dag.c. Mike Pilato and I (at least -- others welcome, of course) will
be working on it full-time until done.

Note that these changes do *not* affect the public svn_fs.h interface;
they're strictly internal improvements, though necessary ones.
