another build problem

Hey,

I have another build problem. I build apache and subversion shared,
yet INSTALL_APACHE_RULE is being set to install-mods-static. Also
APACHE_TARGET is not being set (probably this is due to the fact that
apache is in an unknown location, and I am using --with-apxs not
--with-apache. However it was preventing the build from working.
(Just thought you should know)).

Other than that, make check is happy!
