Re: svn_kstring_t

+1 on Greg Stein's proposal.

I have the obligatory leeriness of creating another new data type, but
the the added complexity is not a large cost here, and there is clear
outcry from all of us for the benefits. :-)

Am okay with any of the names proposed. If the name of the current
"svn_string_t" is going to change, then yes, agree we should do a
massive rename first, then put in the constant strings next.
